I’ve always thought suspects were arrested as guilty and proven not guilty. I think the innocent part is always lost in there somewhere.
united states jurisprudence is based on the adversarial system which maintains that people are presumed innocent until a jury of their peers (ha!) finds them guilty of a crime pursuant to being furnished with ample, incriminating evidence.
of course none of this applies if you happen to be black.
